ESNA Regional Shipping Line Feasibility & Cabotage Protocol Workshop

Adept Blue Economy Solutions Ltd (ABES), the lead consultant for the Feasibility Study on the Establishment of Regional Shipping Line(s) and the drafting of the Regional Maritime Cabotage Protocol for the ESNA region, facilitated a high-level stakeholders’ workshop from 17–18 November 2025 at the Hyatt Regency Hotel, Nairobi.
Organised by COMESA and MOESNA, the workshop brought together representatives from 18 ESNA Member States, regional economic communities (COMESA, EAC and SADC), and key institutions including port authorities, maritime administrations, shippers’ councils, customs agencies and allied regional bodies.
ABES led the technical sessions, presenting findings on market dynamics, operational and financial models, route planning, environmental considerations, and institutional options for establishing regional shipping line(s). Stakeholders reaffirmed the need to strengthen Africa’s maritime self-reliance and endorsed the proposed framework as a viable path toward regional integration and reducing dependency on foreign carriers.
During the review of the draft Regional Maritime Cabotage Protocol, delegates supported the creation of a harmonised legal framework to improve maritime connectivity, promote indigenous vessel ownership, support green shipping, enhance seafaring employment and boost intra-African trade. The discussions also highlighted the importance of digitalisation, multimodal transport linkages, and expanded maritime training across the region.
The workshop concluded with a strong commitment to finalise the feasibility study and protocol, advance investment in maritime infrastructure and align national policies toward a regionally owned and competitive maritime ecosystem.
